Nebraska's Direct Primary Care Agreement Act says a direct agreement is not insurance and is not subject to the insurance chapter. The provider may not bill an insurer for services under the agreement. It must carry a notice that it is not insurance; the provider gives 30 days' notice to end it and 60 days' notice of fee changes.
